Brazil INMETRO Toy Certification Checklist for Balloon Importers

Brazil INMETRO requirements depend on whether the balloon product falls within the regulated toy scope. Classification should be confirmed before using an INMETRO mark or planning certification.

Illustrative Buyer Scenario

“The product looked playful, but the certification route depended on its intended use and scope.”

1. Decide whether the balloon is a toy

Before importing foil balloons into Brazil, classify each SKU as party decoration, children’s toy, or a battery-powered LED/BOBO item. A decorative balloon should not automatically be declared a toy, and an EN 71 report does not by itself establish Brazilian market authorization.

2. Check INMETRO certification and registration

INMETRO confirms Portaria 302/2021 imposes technical requirements, compulsory certification and registration for covered toys. Its retail transition ended on 1 July 2025. Ask the local importer to determine applicability, model grouping, accredited certification route and label requirements before production.

3. Evidence to match to the actual SKU

ItemEvidence to collect
ProductFlat size, material, age/usage, printing, valve, LED accessories
Test fileExact model, report scope, sample identity and responsible party
ImportCommercial invoice, packing list and transport document
ApprovalCertificate, registration and marking when the toy requirements apply
Retail packPortuguese information, warnings, importer and barcode as needed

The Receita Federal import documentation guide lists invoice, shipping document and packing list where applicable. Align all descriptions across shipping and conformity files.

Buyer FAQs

Is every foil balloon subject to INMETRO toy registration?

No. Scope depends on product classification and actual intended use.

Is a CE/EN 71 report enough?

No. Verify Brazilian obligations against each item and report scope.

See RFQ and Brazil import guide.

Conformity evidence must match the exact product and destination.

Risks to control

Never apply the INMETRO mark from a similar product or another importer’s registration. Material, construction, model or applicant differences can change the valid scope.

Batch and model identifiers support importer review and traceability.
